It was founded in 1949 by the former football player Zalman Caspi, and in 1950 it was affiliated to the Israeli sports association Hapoel. It was acquired and has been run by Alona Barkat since 2007. It plays in the Israeli Premier League and plays at home at the Toto Turner Stadium.

It was promoted to the top tier of Israeli football for the first time in the 1964–65 season. It won its first league title in the 1974–75 season. Its best participation in Europe was in the 2016–17 season, when it advanced as runner-up to the round of 32 of the UEFA Europa League. It was the first Israeli team to take part in a European competition, together with Beitar Jerusalem, in the 1976–77 season, and the first to take part in the UEFA Cup, in the 1994–95 season, together with Hapoel Tel Aviv.
